Welcome to the Office of Manufactured Cannabis Safety (OMCS)  

OMCS was established in the Center for Environmental Health of the California Department of Public Health (CDPH) after the Governor signed into law the Medical Cannabis Regulation and Safety Act in 2015. The Act established a licensing and regulatory framework for the cultivation, manufacture, transport, storage, distribution, and sale of medical cannabis in California.

The Act created the Bureau of Medical Cannabis Regulation in the Department of Consumer Affairs, and tasked the following Departments to establish regulations for the medical cannabis industry:

  • CA Department of Consumer Affairs: to license transporters, distributors, dispensaries, and testing laboratories. 
  • CA Department of Food and Agriculture (CalCannabis Culivation Licensing): to license cultivators and will also be responsible for implementing the Track-and-Trace System for plants from cultivation to sale.
  • CA Department of Public Health: to license manufacturers of cannabis.

OMCS is currently developing statewide standards, regulations, licensing procedures and to address policy issues in support of cannabis manufacturers. CDPH is responsible for issuing Type 6 and Type 7 licenses to manufacturers of cannabis and manufactured cannabis products.

Please note that we are not currently issuing licenses. We are currently developing the regulations that will define licensing requirements. We anticipate receiving applications for licenses beginning on January 1, 2018.

How to Comment on the Proposal

Comments on the Department of Public Health's proposed regulations on medical cannabis manufacturing can be made in the following ways:

  • Attend a Public Hearing and submit comments* verbally or in writing.The public hearings will be held:
    • June 8, 2017 10:00 am, 50 D Street, Rm. 410A/410B, Santa Rosa, CA 95404
    • June 13, 2017 10:00 am, 1350 Front Street, Auditorium, San Diego, CA 92101

*All comments must be received by Tuesday, June 13, 2017 at 5:00 pm
