The California Safe Cosmetics Act of 2005 requires manufacturers, packers, and/or distributors of cosmetic products to report to the California Department of Public Health (CDPH) all products sold in California, which contain ingredients known or suspected to cause cancer, birth defects, or other reproductive harm. Companies making one million dollars ($1,000,000) or more in aggregate sales of cosmetic products within and outside of California are required to report. The Cosmetic Fragrance and Flavor Ingredient Right to Know Act of 2020 requires companies to report products with specific fragrance and flavor ingredients after Jan. 1, 2022.
Reporting should be done on a continuous basis, both for new products and product reformulations.

CSCP Reportable Ingredients List – August 2020 (PDF)*
To assist companies with reporting, the CSCP has compiled a list of chemicals known or suspected to cause cancer or developmental or other reproductive harm. This list was compiled following the criteria in California Health and Safety Code § 111791.5. Newer entries since the June 2018 update are noted in blue font. This list will be updated with fragrance and flavor ingredients reportable under SB 312, the Cosmetic Fragrance and Flavor Right to Know Act, in mid-2021.
CSCP Product Database
The website enables the public to look up products reported by companies. The database can also be used by reporting companies to easily verify what has previously been reported and identify information that requires updating. Companies may also maange their information within the Reporting Portal.
