Effective January 1, 2018, AB 1014 (Chapter 145, Statutes of 2017) requires general acute care hospitals (GACHs), acute psychiatric hospitals (APHs), skilled nursing facilities (SNF), intermediate care facilities (ICFs), special hospitals (SHs), intermediate care facilities for the developmentally disabled (ICF/DDs), and nursing facilities (NFs) to test and maintain each of the facilityās diesel backup generators and standby systems in conformance with the National Fire Protection Association 110: Standard for Emergency and Standby Power Systems (NFPA 110).
The new standards are in the 2012 edition of NFPA 110, adopted by the federal Life Safety Code (LSC) and the Centers for Medicare and Medicaid Services (CMS). CDPH currently enforces the LSC and NFPA 110 requirements for facilities certified for Medicare/Medi-Cal participation.
Nothing in this bill changes the regulation of diesel backup generators testing by the stateās Air Resources Board or local air quality districts.
