Requirements for Blood Lead Reporting

Laboratories and health care providers that perform a blood lead analysis drawn in California must electronically report all blood lead levels, along with the information specified in California Health and Safety Code, Section 124130, to the Childhood Lead Poisoning Prevention Branch (CLPPB).

ā€‹ā€‹Results must be electronically submitted to the Electronic Blood Lead Reporting (EBLR) system.

EBLR System

The EBLR system provides a secure method to electronically submit blood lead results. Laboratories and health care providers will need to register for an account before accessing EBLR system.

Registered users must access the EBLR system to report blood lead results. For assistance with user accounts, complete the EBLR Contact Form.

Complete the EBLR Contact Form and select ā€œLab is enrolling to report into the EBLR Systemā€ as the contact reason.

Reporting Requirements

Am I required to report?

ā€‹ā€‹According to Section 124130 of the California Health and Safety Code, the analyzing laboratory is required to report the results of all blood lead drawn in California to the EBLR System.

What must I report?

All blood lead levels must be reported along with the information specified in California Health and Safety Code, Section 124130.

How do I report?

The EBLR System is used to report all blood lead levels. Your laboratory must be enrolled, and you must have a user account to report.

Complete the EBLR Contact Form and select the appropriate reason.

What is the reporting timeframe?

The required reporting timeframe for all blood lead results:

  • Greater than or equal to 10 Āµg/dL must be reported within 3 working days of analysis.

  • Less than 10 Āµg/dL must be reported within 30 calendar days of analysis.

When reporting blood lead results, how do I determine the detection limits?

The detection options are based on the instrument detection limits.  Please follow the manufacturer guidelines.

We have a LeadCare II device, but the result is displaying as "low." How do I report the result?

When this occurs, report the blood lead level as "3.3" and select "Below (<) Detection Limits." Low indicates a blood lead test result is less than 3.3 Āµg/dL.

We have a LeadCare II device, but the result is displaying as "high." How do I report the result?

When this occurs, report the blood lead level as "65" and select "Above (>) Detection Limits." High indicates a blood lead test result greater than 65.0 Āµg/dL.

How do I reset my password?

How do I upload data files for reporting?

The Upload Data File option allows approved laboratories to transmit batch files containing blood lead test results.

How do I correct a test result that I've already submitted?

In the EBLR System, go to the "Submit Lab Results" box and select "Correct a Result Previously Submitted Using the On-Line Blood Lead Reporting Form." Enter all data including the corrected fields.

Our laboratory is no longer testing for blood lead, what should we do?

Complete the EBLR Contact Form and select "Lab is discontinuing testing" as the contact reason.
