Effective July 1, 2015, California law allows a homeless person, or a homeless child or youth, to be eligible to receive a copy of his/her birth record without a fee, if the person, child, or youth:
- Meets the federal McKinney-Vento Homeless Assistance Act definition of homeless person or homeless child or youth
- Can verify status as homeless
Requests for birth records under this law must be directed to the county where the birth occurred, and cannot be sent to the State Registrar. Applicants must fulfill the requirements listed on the affidavit found below, to receive a free copy of a birth record.
