× The federal government has shut down due to the failures of the President and Congress to continue government funding. Millions of Californians receiving benefits from state programs may be impacted. For now, California’s Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) will continue to provide services and enroll eligible families as long as funding is available. No new federal funding to California WIC will be provided until the President and Congress take action. Families should continue to use their WIC benefits and attend their WIC appointments. The AIDS Drug Assistance Program (ADAP) Branch administers both ADAP for people living with HIV and AIDS in California, and the Pre-Exposure Prophylaxis Assistance Program (PrEP-AP) for HIV negative individuals living in California, for the prevention of HIV.

AIDS Drug Assistance Program

AIDS Drug Assistance Program (ADAP) helps ensure that people living with HIV and AIDS in California, who are uninsured or under-insured, have access to medication. ADAP pays the prescription costs for medication on the ADAP Formulary for eligible individuals.

Individuals who are enrolled in ADAP may also be eligible for the Office of AIDS (OA) Health Insurance Premium Payment (OA-HIPP) Program, the Employer Based Health Insurance Premium Payment (EB-HIPP) Program, or the Medicare Part D Premium Payment (MDPP) Program.

The OA-HIPP Program is a subsidy program that pays monthly health insurance premiums for ADAP clients. Individuals that are enrolled in the OA-HIPP Program are also eligible for the Medical Out-of-Pocket Benefit, which covers outpatient medical out-of-pocket costs that count towards the client's health insurance policy's annual out of pocket maximum.

The  EB-HIPP Program is a subsidy program that provides premium assistance for an ADAP client's portion of their employer-based health insurance premiums. Individuals that are enrolled in the EB-HIPP Program are also eligible for the Medical Out-of-Pocket Benefit, which covers outpatient medical out-of-pocket costs that count towards the client's health insurance policy's annual out of pocket maximum.

The MDPP Program pays Medicare Part D and Medigap insurance premiums for individuals who are enrolled in ADAP and a Medicare Part D prescription drug plan. Individuals that are enrolled in the MDPP Program are also eligible for the Medical Out-of-Pocket Benefit, which covers outpatient medical out-of-pocket costs that count towards the client's health insurance policy's annual out of pocket maximum.

ADAP Medical Advisory Committee

The primary role of the ADAP Medical Advisory Committee (MAC) is to review the program formulary, evaluate available HIV/AIDS related drugs, in addition to medications used in the treatment of opportunistic infections, and make recommendations for changes to the program formulary. 

The MAC consists of health care professionals, or individuals who will contribute expertise and/or experience, which will benefit the program and the population it serves, including HIV-specialized physicians, pharmacists, psychiatrists, treatment advocacy representatives, and community representatives.

PrEP Assistance Program (PrEP-AP)

The PrEP-AP provides assistance with PrEP-related medical out-of-pocket costs and access to medications on the PrEP-AP formulary for the prevention of HIV and treatment of sexually transmitted infections. The PrEP-AP helps both uninsured and insured individuals at risk for, but not infected with HIV.
