Evidence-Based Home Visiting Models in California

This brief presents a snapshot of the number and county location of seven evidencebased early childhood home visiting models implemented throughout California as of fall 2018. Inclusion of models was based on the Home Visiting Evidence of Effectiveness (HomVEE) project that designated particular models as evidence-based. Findings were established through a review of websites and information provided by model representatives, county partners and state departments. Funding for model implementation comes from a variety of sources, such as the California Home Visiting Program, CalWORKs Home Visiting Initiative and First 5. 

Evidence-Based Home Visiting Models

Early childhood home visiting programs pair nurses or paraprofessionals with pregnant and newly parenting women. Trained home visitors provide support and education to families to promote positive parenting and improve child health and development. Home visiting services have been shown to improve child outcomes when implemented by evidence-based programs during the first three years of life.1, 2, 3

The HomVEE project, launched in 2009 by the U.S. Health and Human Services Administration, conducts thorough reviews of the home visiting research literature to assess effectiveness of home visiting models that target families with pregnant women and children from birth to age 5.As of October 2018, HomVEE had determined that 18 home visiting models are evidencebased. 4

Location of Models

Seven HomVEE-approved models are included in the presented map and table: Early Head Start ā€“ Home-Based Option (32 counties); Family Connects (1 county); Family Spirit (8 counties); Healthy Families America (20 counties); Home Instruction for Parents of Preschool Youngsters (1 county); Nurse-Family Partnership (20 counties); and Parents as Teachers (11 counties). 

Information was verified by partners from: California Head Start Collaboration Office, California Department of Education; Healthy Families America, Prevent Child Abuse America; Help Desk, Head Start Enterprise System; Home Visiting State Interagency Team Workgroup; and Nurse Family Partnership National Service Office.
