2.4 and 3.5 Preliminary County Shortage Areas

The information below represents a preliminary list of county shortage areas for purposes of meeting the skilled nursing facility 3.5 direct care service hours and the 2.4 CNA component requirements. These lists are draft and are subject to change. The lists are based on data from Californiaā€™s Office of Statewide Health Planning and Development, the Employment Development Department, and the California Department of Public Health. This designation is one of many criterion that CDPH will consider in reviewing workforce shortage waiver applications. If a facility is in one of the counties listed, CDPH will not automatically grant a facilityā€™s request for a waiver to the 3.5 or 2.4 requirements. And if a facility is not in one of the counties listed, CDPH will not automatically deny a facilityā€™s request. For a full explanation of the workforce shortage waiver process please review All Facilities Letter 18-16: Guidelines for the workforce shortage waiver of the 3.5 direct care service hour requirement and/or the 2.4 hours per patient day performed by certified nurse assistants.
