Annual Announcement: Online Application Period for Patient Needs Waiver (PNW) and Workforce Shortage Waiver (WSW)

All Facilities Letter (AFL) Summary

This AFL announces the opening of the application period for SNFs requesting a PNW and WSW for fiscal year 2021-2022.

ā€‹This is an annual reminder about the opening of the PNW and WSW application period to comply with existing submission requirements and is not related to the COVID-19 pandemic. The application filing period for PNW and WSW is open from January 1st, 2021 through April 1st, 2021. The online application portal located on the California Department of Public Health (CDPH) Flex Waiver webpage will open on January 1st. All applications must be submitted by April 1st. CDPH will not accept applications submitted outside of this timeframe. For instructions on how to navigate the web page, see the AEM ā€“ Flex Waiver Application User Guide for Providers (PDF). For guidelines on the workforce shortage waiver, refer to AFL 18-16.

For first time waiver applicants, providers must go to the CDPH Flex Waiver webpage, create an account, sign in, and then may use the online waiver application. Once signed in, providers are to proceed to the Licensing Waiver Application page.

After submitting an online waiver application, the system will send a confirmation email containing an identification number (tracking ID) to the provider's designated point of contact.

If there are any questions regarding a submitted application, contact CDPH at centralizedprogramflex@cdph.ca.gov and include the tracking ID in the email.
