× The federal government has shut down due to the failures of the President and Congress to continue government funding. Millions of Californians receiving benefits from state programs may be impacted. For now, California’s Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) will continue to provide services and enroll eligible families as long as funding is available. No new federal funding to California WIC will be provided until the President and Congress take action. Families should continue to use their WIC benefits and attend their WIC appointments. This information is subject to change, so please monitor the California WIC website for updates.

Notice of Stakeholder Meeting for the Quality and Accountability Supplemental Payment (QASP) Program

This AFL notifies skilled nursing facilities (SNFs) and other interested stakeholders that the California Department of Public Health (CDPH) and the Department of Health Care Services (DHCS) are holding a stakeholder meeting on November 19, 2021 to discuss the reauthorization the QASP Program.

CDPH and DHCS implement the QASP Program in partnership to improve the quality of care in SNFs. CDPH's Center for Health Care Quality assesses and scores facility quality of care so that DHCS can use these scores to issue incentive payments to SNFs that achieve certain quality benchmarks. The quality benchmarks are based on performance measures that have been developed and agreed upon, in consultation with interested industry stakeholders, as indicators of quality. The current QASP program is scheduled to sunset December 31, 2022. With the upcoming end of the current program, it is time to engage with stakeholders to discuss QASP reauthorization.

CDPH and DHCS are holding a stakeholder meeting to discuss the reauthorization of the QASP Program on November 19, 2021 from 10:00 am to 12:00 pm. The departments would like to hear your suggestions on a variety of topics related to reauthorization including: the staffing audit process, use of data sources, quality measures, and other considerations for program changes. DHCS and CDPH will work collaboratively with stakeholders during this meeting to obtain the information needed to develop a successor supplemental payment or similar quality-based program.

The meeting will be held via webinar using the Zoom platform. Please use the QASP Webinar Registration to register. After registering, attendees will receive a confirmation email containing information about joining the webinar as well as a Calendar Invite link.
