List of State Authorized Syringe Services Programs & Applications Open for Public Comment

The California Syringe Services Authorization Program allows qualified organizations to apply directly to CDPH/Office of AIDS (OA) for authorization to provide syringe services. California law allows providers to seek either local authorization from their city council or county board of supervisors, or state authorization through CDPH/OA. California law also allows physicians and pharmacists to furnish or sell syringes to adults aged 18 and older for disease prevention purposes.

Most syringe services programs (SSPs) in California have been locally authorized. The Directory of California SEPs lists all authorized SSPs in the state.

OA offers technical assistance for programs interested in pursuing state authorization. For details, contact CDPH/OA at 916-449-5900 or SSPinfo@cdph.ca.gov.

Home Delivery and Pick-Up - Due to ongoing concerns regarding the risks of COVID-19, CDPH/OA encourages all SSPs who can to add home delivery to their services. Those who are authorized by CDPH may ask to administratively amend their authorization to add a home delivery option. The addition of home delivery will allow for greater social distancing and less non-essential travel by program participants.  Home delivery and pick up includes services available to individuals in private residences as well as tents, recreational vehicles, and other non-traditional forms of housing occupied by program participants.

Applications Open for Public Comment and Pending Applications

CDPH/OA welcomes comments on all proposed applications. Once an organization files an application, CDPH/OA will review the application within 30 business days. If an application meets the requirements outlined in Health and Safety Code Section 121349, CDPH/OA will announce the start of a 45-day public comment period prior to further review.

Please note that all public comments submitted to CDPH may be subject to release under the California Public Records Act. Submission of comments is voluntary and it is optional for submitters to include their name and contact information.
