Although Executive Order N-39-20 (PDF) temporarily suspends enforcement of minimum staffing requirements, this waiver is under the condition that facilities notify the California Department of Public Health (CDPH) of any staffing shortages that jeopardize operations or patient care. Upon notification, CDPH, in collaboration with the local public health department, will assess the situation and determine whether the facility can continue to operate safely.
California Health Corps
To ensure adequate staff for health care sites throughout California, the state is calling on healthcare providers, behavioral health professionals, and health care administrators to register for the California Health Corps.

Temporary Waivers and Suspensions Due to the COVID-19 Pandemic
Pursuant to the Governor's Executive Order N-39-20 (PDF), related to the COVID-19 state of emergency, the Director of the California Department of Public Health (CDPH) may waive any of the professional certification requirements and amend scopes of practice of sections of the Health and Safety Code and accompanying regulations with respect to CNAs.

Pursuant to the Governor's Executive Order N-39-20 (PDF), related to the COVID-19 state of emergency, the California Department of Public Health is temporarily waiving specified statutory requirements and suspending regulatory enforcement for NATPs and nursing facilities that provide instruction and training to nurse assistants seeking certification as CNAs.
