​The California Department of Public Health, Office of AIDS (OA), Ryan White HIV/AIDS Program Part B CQM program coordinates activities aimed at improving care, health outcomes, and satisfaction for Californians served by the HCP and the AIDS Drug Assistance Program (ADAP). 

The Clinical Quality Management Plan 2020 – 2023 is now available at www.cdph.ca.gov/programs/cid/doa/pages/oa_care_program.aspx. The CQM Plan describes all aspects of the CQM program including requirements for HCP subrecipients. OA periodically reviews, revises, and updates the CQM Plan. In updating the CQM Plan, OA considered input from HCP subrecipients and other stakeholders. 

This Management Memo supercedes previous requirements in HCP Management Memorandum No. 18-02, the CQM scope of work in the HCP and Minority AIDS Initiative (MAI) grant agreement, and the Clinical Quality Management Plan, April 2017- March 2020. HCP subrecipients are required to adhere to CQM requirements outlined in the Clinical Quality Management Plan 2020 – 2023.
